"Such negative and abusive depictions against the LGBT community exist in a context in which same-sex activity is prohibited and the human rights of LGBT people do not receive protection. In Malaysia, homosexual acts are criminalized and punishments include fines, long prison sentences and even corporal punishment. The legal sanctions LGBT people in Malaysia face because of their sexual orientation and gender identity (SOGI) have prevented the formulation and visibility of LGBT groups that work directly on LGBT rights. Furthermore, a 1994 decree by the government bans LGBT people from appearing in the state-controlled media. In this context, discriminatory media articles on the LGBT community are particularly problematic and the LGBT groups that do exist in Malaysia are unable to respond and directly confront such discrimination."

The one-year deadline threatens the U.S. government?s funda- mental moral and legal commitment to protect refugees. Legal experts conclude that the filing deadline results in the arbitrary denial of protection to refugees.3 No study has examined how the Board of Immigration Appeals (BIA) applies the deadline until now. This report provides an understanding of the deadline?s impact on refugees whose asylum cases are decided by the BIA. <br><br> This study evaluated the BIA?s application and interpretation of the filing deadline by analyzing more than 3,472 BIA asylum cases decided during January of each year from 2005 to 2008. The Executive Office for Immigration Review (EOIR) provided these decisions in response to a Free- dom of Information Act (FOIA) request submitted by the National Immigrant Justice Center (NIJC).

"(Moscow, October 21, 2010) - In a stinging ruling issued against Russia, the European Court of Human Rights rebuked the Moscow authorities for repeatedly denying activists the right to hold gay pride marches, Human Rights Watch said today. The court, ruling on October 21, 2010, said the ban violated the right to freedom of assembly. It also ruled that the Moscow authorities had unlawfully discriminated against activist Nikolay Aleksandrovich Alekseyev and the organizers of gay pride events on the basis of sexual orientation, and had denied them a remedy having violated their rights. " <br><br>   "The European court saw Moscow's decision to ban gay pride events as homophobia dressed up in dubious claims about public order," said Boris Dittrich, acting director of the lesbian, gay, bisexual, and transgender program at Human Rights Watch. "The court has told the Russian authorities they can no longer ban peaceful gatherings based on the participants" sexual orientation. So now it's time for the Moscow authorities to allow gay pride marches " and to protect participants from violence."

"Belarusian gay leader Sergey Praded was arrested Oct. 11 in Minsk while attempting to stage a picket for International Coming Out Day." <br><br> Praded and activist Sergey Androsenko have a case pending with the United Nations Human Rights Committee stemming from their arrests last June outside the Iranian Embassy in Minsk, where they sought to draw attention to the plight of LGBT Iranians.

On the morning of 20 September 2010, the body of Alberto Osorio, 44, journalist and activist for the human rights of people living with HIV/AIDS, was found by his mother, Esther Castillo. Mrs. Castillo found her son?s body in his apartment in the district of San Martin de Porres in northern Lima. He had been tied to his bed with a cable and bruises on his body indicated that he was beaten before being strangled. <br><br> In addition to Alberto Osorio, at least eight other gay or transgender people were murdered in 2010 in similar circumstances, according to Boletín Diversidad, a Peruvian organization that monitors homophobic violence. According to their human rights report, at least another seven gay or trans people were murdered in 2009. These crimes repeat the pattern used in the murder of Alberto Osorio: the perpetrator seduces the victim, enters their home and then beats, kills and robs them.

Expertos de la Universidad Nacional de Colombia revelaron que en el país son altos los niveles de homofobia, y que continua la agresión, la discriminación y la exclusión de la comunidad gay, de lesbianas, de transgeneristas, de homosexuales y bisexuales, conocida como LGTB <br><br> El estudio indica que el 83% de los integrantes de este sector de la comunidad ha recibido agresiones verbales y físicas, un 21% provenientes de uniformados de la policía y otros organismos de seguridad del Estado, que van desde agresiones físicas a insultos y palabras desobligantes, lo que se da en operativos de control en ciudades capitales y municipios.<br><br> El experto en derechos de la comunidad homosexual y del Polo Rosa, Robinson Sánchez Tamayo, explicó que hay además otra situación muy preocupante que refleja la investigación y es el aumento de la discriminación y de la agresión en el aula de clase, en los centros educativos estatales y privados, discriminación que se da desde la educación básica hasta la universidad.<br><br> Experts from the National University of Colombia revealed that the levels of homophobia are high in their country, and that aggression, discrimination and exclusion of the gay community (lesbians, transgenders, homosexuals and bisexuals known as LGBT) continues.<br><br> The study indicates that 83% of members of this sector of the community have received verbal and physical attacks, 21% resulting from uniformed police and other security organizations of the Government, which range from physical aggression to insults and offensive words, happening in controlled operations in capital cities and towns.<br><br> The expert in rights for the homosexual community and of Polo Rosa (a political group in Colombia), Robinson Sánchez Tamayo, explained that there is still another very worrisome situation which the investigation points out and that is the increase of discrimination and aggression in the classroom, in state and private educational centers, discrimination which goes from basic education up to the university.

As women they have considerably less control over their lives than their male counterparts." <br><br> "The problems lesbians face are also the problems women in general face in India," Ms. Esteves said. "Economic disempowerment and economic inequality are at the root of it."<br><br> She sees no possibility of reconciliation. "To my uncles and my father, "lesbian" is a dirty word," she said. "Unless I get married, there's no way back for me."

Alongside their photos were the men's names and addresses." <br><br> "In the days since it was published, at least four gay Ugandans on the list have been attacked and many others are in hiding, according to rights activist Julian Onziema. One person named in the story had stones thrown at his house by neighbors." <br><br> "More than 20 homosexuals have been attacked over the last year in Uganda, and an additional 17 have been arrested and are in prison, said Frank Mugisha, the chairman of Sexual Minorities Uganda. Those numbers are up from the same period two years ago, when about 10 homosexuals were attacked, he said. "

In June 2009, Koka finally asked the Interior Ministry to grant him legal residency on humanitarian grounds. Fifteen months later, he has yet to receive a response. Meanwhile, since he is here illegally, he is subject to frequent arrests; his lawyer is constantly fighting for his release. He has been arrested nine times over the last 12 years, Koka said. <br><br> When Koka realized he was gay, his troubles began: Many Palestinians, influenced by Islam's strict prohibition against homosexuality, take a dim view of homosexuals. Koka said he received various threats, which eventually prompted him to infiltrate into Israel at age 14."

"Editorial - For the first five years when Sudanese flocked to developed nations, what they told their counterparts in the West either at dinner tables or in class-room presentations was that 'We don?t have gays in Africa and particularly in Sudan.' Ouch! It was simply said so because something was covert and abyss according to the Sudanese community standards altogether with its norms. <br><br> 'It [homosexuality] is not in our character [...] it is not there and if anybody wants to import it to Sudan [...] it will always be condemned by everybody.' The President of South Sudan Salva Kiir told the Radio Netherland last month. Well, they are there, but bounded traditionally to accept their opposites, scaring of being labeled as pariahs. This Bill is an expression of prejudice, intolerance, discrimination and violence. The bill abuses the dignity, privacy and equality of people with a different sexual orientation and identity other than heterosexual. If passed into law, it will further legitimize public and private violence, harassment and torture.<br><br>It has promoted hate-speech in churches, schools and the media. It has led to defamation, blackmail, evictions, intimidation, arbitrary arrests and unlawful detention, physical assault, emotional and mental assault of LGBT activists, our families and allies.<br><br>The bill has further led to increased violence incited by local media, particularly The Red Pepper tabloid and recently launched Rolling Stone newspaper. The headline of the Rolling Stone viciously screamed '100 pictures of Ugandan's top homos leak- Hang them' in their Vol. 1 No. 05 October 02-09, 2010. They published pictures, names, residences and other details of LGBT activists and allies.

* September 30, 2010 (Oakland, California) - The Global Forum on MSM & HIV (MSMGF) stands with the China HIV/AIDS CBO Network in strongly condemning the arbitrary arrest and mistreatment of more than 80 gay men at a popular Beijing park on Sunday night. According to local activists, 20 police vehicles descended on the park and rounded up dozens of men, forcing them to be photographed, fingerprinted, and undergo blood testing at the local police station. Such discriminatory actions are not only grievous violations of human rights, they also work to seriously undermine efforts to effectively prevent and treat HIV among men who have sex with men (MSM). <br><br> Singling out sexual minorities for arrest and documentation sabotages efforts to control HIV by perpetuating an environment of fear and mistrust that inhibits open discussion and service-seeking behavior. In such hostile conditions, revealing one?s sexual behavior and risk factors becomes a liability, driving many MSM outside the healthcare system. Experiences of discrimination have also been linked to increases in high risk sexual behavior among MSM.

LGBT activists in Brazil have spoken about the high levels of homophobia in their society in the wake of the brutal sexual assault and murder of a gay teenager.<br><br> Osvan Inacio dos Santos, 19, was attacked in a street near a bar where he had just won the local "Miss Gay" competition.<br><br> The attack and murder, in the town of Batingas in northeast Brazil, is just one high-profile example of the problems the LGBT community face in the country, which is often viewed as liberal in matters of sexuality.<br><br> Mr dos Santos' naked body was found on Sunday morning and forensic examination found his skull had been fractured and indicated sexual assault.
