Costa Rica: High court rules against same-sex marriage-June 01, 2006 Advocate.com (Sexual Minorities & HIV Status)
The supreme court of Costa Rica has rejected a bid to legalize marriage for same-sex couples there. Costa Rican lawyer Yashin Castrillo Fernandez filed a lawsuit in 2003, arguing that restricting marriage to opposite-sex couples was discriminatory and unconstitutional.<br>
But the conservative news agency Notivida reports that the high court ruled against Castrillo 5-2. The justices wrote that marriage in the Costa Rican constitution "stems historically from a context where it is understood to be between a man and a woman."

Section 377 and 377A of the Penal Code<br>
Most of the institutionalised discrimination against homosexuals stems from section 377 of the Singapore Penal Code which criminalises penetrative non-reproductive sex between all persons regardless of gender, and sub-section 377A which criminalises non-penetrative sexual acts specifically between men. However, there are other portions of the Singapore Statutes which can be employed to criminalise homosexual behaviour. <br>
Section 354 of the Penal Code (Outrage of Modesty)<br>
Section 354 provides that if any person uses criminal force on any person intending to outrage, or knowing it would be likely to outrage, the modesty of that person, he shall be imprisoned for a maximum of 2 years, or with fine, or with caning, or with any 2 of such punishments. <br>
In the early and mid-1990s, the police conducted undercover sting operations using handsome agent provocateurs in certain places such as Katong Park, the reclaimed land at Tanjong Rhu and even at East Coast Park where gay men were known to cruise or solicit sex. From 1990-94, 50 homosexuals were charged under section 354. The usual punishment in 1993 was 2 to 6 months' imprisonment plus caning, usually 3 strokes.

Ecuador has undergone a remarkable transformation in the last three years with regard to gay and lesbian rights. Nevertheless three years is a relatively short time to change attitudes so whilst Quito has become a little more liberal in the last two years bear in mind that Ecuador generally still has a macho and conservative culture. Homosexuality continues to be viewed negatively so adjust your behaviour accordingly and be a little discrete.

A June 2004 commentary about same-sex marriage in the Enlgish language newspaper 'Yemen Times' stirred up some reactions and replies--one pro-gay and the rest anti-gay.

Turkey: AK Party distances itself from Firat - The New Anatolian / Ankara- 8/25/06 (Sexual Minorities & HIV Status)
In a move signaling a possible lack of support for the recent gay-baiting
remarks of Justice and Development (AK) Party (which is the governing
political party in Turkey) deputy leader Dengir Mir Mehmet Firat, the AK
Party has broken tradition by not putting Firat's statement on its
website.<br>
Firat, who accused a political opponent of having a "wrong" sexual
preference, has been criticized by the opposition and gay groups alike.<br>
His own party's breaking the tradition of placing its leaders' remarks on
the website also signaled the party's lack of support for Firat's
statements.<br>
Main opposition leader Deniz Baykal compared the recent actions of AK
Party officials to street children hurling insults. "People can be angry
at each other, but there are ways to express that anger," said Baykal.
"But if you still express your anger using the language of street
children, this makes for a disturbing picture."
