More than 100 Indian authors, actors, filmmakers, journalists,
academics, lawyers and others issued an open letter Sept. 16 calling for
legalization of gay sex. <br>
Led by writer Vikram Seth, the group called the 145-year-old ban
"archaic and brutal." <br>
They said it has been used to "persecute, blackmail, arrest and
terrorise sexual minorities" and "has spawned public intolerance and
abuse, forcing tens of millions of gay and bisexual women and men to
live in fear and secrecy, at a tragic cost to them and their families."

Eunuchs, or men who lack external genitalia, are regarded as powerless in India and traditionally make a living on tips for dancing at weddings or blessing newborns. <br>
But they are also known for extreme stubbornness and Patna, the capital of Bihar state in eastern India, hired scores of them Wednesday to compel shop owners to pay their tax arrears.

Officials say extra security needed around city in wake of Gaza strike<br>
JERUSALEM - Organizers canceled a gay pride parade in Jerusalem on Thursday which ultra-Orthodox Jews had threatened to disrupt, after police said they needed to divert forces to guard against threatened Palestinian attacks.<br>
Instead of Fridayâs scheduled march through the streets of the holy city, Organizers said they will hold an event in a Jerusalem stadium. The move comes after Palestinian vows to revenge Israelâs shelling which killed 18 civilians in Gaza.

Forty-six of the 84 lawmakers present
in the 100-seat parliament for the
session voted on Thursday in favour of
an amendment to impose the ban, 35
against, and three abstained.
The decision reverses a vote in June
which failed to endorse a ban on
discrimination against employees
drawn from sexual minorities, drawing
stinging attacks not only from human
rights and gay and lesbian groups but
also from Prime Minister Aigars Kalvitis

Latvia passes antidiscrimination bill- Rex Wockner International #469 10/2/06 (Sexual Minorities & HIV Status)
Latvia's Parliament banned antigay discrimination in employment Sept. 21
-- becoming the last of the 25 nations of the European Union to do so.<br>
The vote was 46-35 with 3 abstentions and 9 MPs not voting.<br>
It is a requirement of EU membership to protect gays from discrimination
on the job.<br>
Latvia is among the EU's more homophobic member states. This year's gay
pride parade in Riga, the capital, was banned by the City Council and a
court.

Mexico City approves gay civil unions-By E. EDUARDO CASTILLO, Associated Press Writer 11/9/06 (Sexual Minorities & HIV Status)
Mexico City's assembly on Thursday voted for the first time in the country's history to legally recognize gay civil unions, a measure that will provide same-sex couples with benefits similar to those of married couples. The mayor was expected to sign the measure into law.<br>
The bill, which does not approve gay marriage, allows same-sex couples to register their union with civil authorities, granting them inheritance and pension rights, as well as other social benefits. Lawmakers were still finalizing the details.<br>
Heterosexual couples who are not legally married can also be registered under the legislation.

Several Peruvian police agencies joined together to raid two Lima gay
bars -- 69 and Avenida 13 -- on Oct. 13, the International Gay and
Lesbian Human Rights Commission reported. <br>

Department (Serenazgo), the tactical actions unit, the motorized policeand the National Police first raided the lesbian bar Avenida 13.

Polish President Lech Kaczynski said Sept. 18 that he is "not an enemy"
of gay people.<br>
"I do not support the turning back of the wheel of history," he told the
Associated Press. "I only think that we cannot say that there are two
equal cultures. If we said so, that would mean we are saying that our
fate is extinction.<br.
"I have a certain fear here, but that does not mean that I intend to
persecute anyone, that I intend to prevent him from living, from making
a career, from working, from being a soldier."

Singapore fines cable company over lesbian sex scenes- Rex Wockner International #653 10/30/06 (Sexual Minorities & HIV Status)
Singapore's StarHub Cable Vision has been fined $6,360 by government
regulators for airing pixelated footage of lesbian sex and bondage
during the midnight reality show Cheaters. <br>
Officials said the scenes depicted unnatural sex acts and were
"offensive to good taste and decency" in violation of the Subscription
TV Program Code, which prohibits promotion and glamorization of "lesbian
lifestyles."

South African Civil Union Bill criticized -Rex Wockner International # 652 10/23/06 (Sexual Minorities & HIV Status)
South Africa's Human Rights Commission has criticized the government's
Civil Union Bill, which would create a separate institution essentially
identical to marriage for same-sex couples. <br>
The commission said the bill is unconstitutional, discriminatory and
stigmatizing. It said the government should instead amend the Marriage
Act to allow same-sex marriage. <br>
The bill was introduced in response to a 2005 Constitutional Court
ruling that gave legislators until Dec. 1 of this year to end the
Marriage Act's discrimination against same-sex couples.

Ugandan lesbians outed - Rex Wockner International # 647 9/18/06 (Sexual Minorities & HIV Status)
Following up on its recent outing of 45 alleged gay men, the Ugandan
tabloid newspaper Red Pepper outed 13 alleged lesbians Sept. 8. <br>
They include two boutique owners, a basketball player and the daughters
of a former member of Parliament and a prominent sheik. <br>
"To rid our motherland of the deadly vice, we are committed to exposing
all the lesbos in the city," the newspaper said, inviting readers to
"send more names" of the "lesbin (sic) in your neighborhood."

Israel: The Unfolding Situation in Jerusalem re Gay Pride- Leonard Link 11/5/06 (Sexual Minorities & HIV Status)
Over the past week, the ultra-Orthodox elements in Jerusalem, which had state vocal opposition to the prior scheduled marches, have begun rioting in opposition. They have been blocking roads, burning cans of garbage, and throwing things at police officers sent to maintain order. Serious threats have been made against the lives of the marchers. On Sunday, the police leadership concluded to recommend that the march be cancelled in favor of a more contained event, preferably indoors, but the Attorney General overruled them, stating, in effect, that the heckler's veto will not be allowed in Israel when people want to hold a lawful demonstration and exercise their political rights of free speech. The AG urged the police to meet with JOH to discuss alternate routes for the march that would make security easier to provide.
