Pride ralliers arrested in St. Petersburg, Russia - Rex Wockner International News # 897, 0704/11 (Sexual Minorities & HIV Status)
Fourteen activists were jailed overnight after police broke up the second
gay pride march in St. Petersburg, Russia, just two minutes after it
started June 25. <br><br>
The detainees said their jail cell was tiny and suffocatingly hot, and
that police gave them no water. <br><br>
In court appearances the following day, they received small fines (the
biggest was $35) for organizing an illegal public action.<br><br>
However, they face an additional charge of disobeying police orders, which
can carry a penalty of up to 15 days in jail.

homosexual conduct with HIV/AIDS, pedophilia, and the corruption of youth.

While many of their compatriots savor a new political era, gays in Egypt and Tunisia aren't sharing the joy, according to activists who wonder if the two revolutions could in fact make things worse for an already marginalized community. <br><br> In both countries, gays and their allies worry that conservative Islamists, whose credo includes firm condemnation of homosexuality, could increase their influence in elections later this year. <br><br> "The challenge is to ensure that what emerges from the transition isn't just a democratic government but also a democratic society," Bahgat said, referring to the quest for equitable treatment of women, religious minorities and gays.

A gay male of forty to fifty years of age who went by a nickname S. in the community, a dentist by profession who had a practice in Zuunkharaa town, Selenge province, was found brutally murdered sometime in January 2011. Although the murder took place over two and a half months ago, no definitive headway has been made in the case, and no reports of investigation have been made public. <br><br>
Another member of the community, an HIV positive bisexual male E. of forty to forty five years of age, one of the founders of a community-based non-governmental organisation working for HIV positive people, went missing at the end of February 2011. According to the reports from the community, his mutilated body was found on 24 or 25 March 2011: his right hand was cut off and his body was burnt. <br><br>
Although it is obvious that these are hate crimes, police questioned only gay and bisexual males in the city in relation to the latest murder as the gay and bisexual males are immediately considered automatic suspects in such cases.

Clínicas de rehabilitación en Ecuador <br><br> Si nos trasladamos a América Latina, el panorama no es mucho más alentador. En Ecuador, por ejemplo, existen clínicas de rehabilitación, centros de atención a personas con alguna adicción, en los que también se ingresa a mujeres lesbianas con el objetivo de modificar su identidad sexual, como denuncia Tatiana Cordero, directora del Taller de Comunicación Mujer, con sede en Quito. <br><br>
"Esta realidad la venimos denunciando desde hace 7 años", dice Cordero. En estos centros privados donde se trata a personas adictas o con problemas de alcohol se puede internar a jóvenes, mujeres y hombres e incluso personas adultas. Esto es posible por la existencia de una ley de estupefacientes, la ley 108, en la que el artículo 34 permite que el padre, madre, familiar o un representante legal pueda internar a una persona que supuestamente no tiene capacidad de decisión. <br><br>
Brecha entre legislación y realidad <br><br> Como sucede en Sudáfrica, en Ecuador hay una brecha importante entre las leyes y la realidad social. La Constitución ecuatoriana de 1998 ya incluía la no discriminación por orientación sexual, y la nueva Constitución del 2008 contempla además la no discriminación por identidad de género. Las organizaciones feministas han presentado varias demandas al Estado ecuatoriano para que las autoridades respondan sobre las actividades de las clínicas de rehabilitación. <br><br>
El hecho de que las clínicas que realizan estos tratamientos sean privadas no elimina la responsabilidad del Estado. Según dice Tatiana Cordero, el 54% de estos centros funciona de manera irregular, sin permisos ni condiciones adecuadas. Cordero opina que no hay voluntad política por hacer una campaña donde se informe de los derechos que tienen mujeres, hombres y jóvenes homosexuales. <br><br>
Por otra parte, Cordero critica que las leyes de violencia contra las mujeres sean absolutamente heterosexuales, y en esto también hay responsabilidad de las propias organizaciones de mujeres. "No se ha pensado que la violencia también se puede dar entre parejas del mismo sexo o que las familias son causantes de violencia homofóbica", se lamenta.<br><br>
Rehabilitation Clinics in Ecuador<br><br>
"If we were to transfer ourselves to Latin America, the panorama is not very encouraging. In Ecuador, for example, there are rehabilitation clinics,centers for attention to people who have some addiction, where one can also find lesbians admitted with the idea of modifying their sexual identity, as reported by Tatinana Corder, director of the Women's Communication Workshop, with headquarters in Quito. <br><br>
"We have been denouncing this reality for 7 years," says Cordero. These private centers treat addicts or people who have problems with alcohol and they also confine youth, women and men and also adults. This is all possible due to a narcotics law, Law #108, in which Article 34 allows the father, mother family member or a legal representative to confine a person who supposedly does not have the ability to make decisions. <br><br>
Breach between legislation and reality:<br><br>
"As happens in South Africa, in Ecuador there is an important breach between the lawys and social reality.The Ecuadorian Constitution of 1998 already included no discrimination due to sexual orientation, and the new Constitution of 2008 considers as well no discrimination for gender identity. Feminist organizations have presented various demands to the Ecuadorian government so that the authorities will respond about the rehabilitation clinics.<br><br>
The face that these clinics which carry out these treatments are private doesn't erase the responsibility of the government. According to Tatiana Cordero, 54% of these centers function in an irregular manner, without permits nor adequate conditions. Cordero expresses that there is no political desire to carry out a campaign where they publicize the rights which women, men and gay youth have.<br><br>
On the other hand, Cordero expresses criticism that the laws of violence against women are absolutely heterosexual, and the very women's organizations have some responsibility in this. "They haven't thought that violence can exist in couples of the same sex or that family members are the cause of homophobic violence." she lamented.

the commemoration of June 28 issued the report "Lesbian and Bisexual Health in Latin America & the
Caribbean (LAC) - Building new realities." The report complies the responses made by 33 lesbian activists
who are members of different political groups in 11 countries of Latin America and the Caribbean. These
women expressed, on the basis of their knowledge, about various related aspects regarding the health of
lesbians and bisexuals. The report seeks to construct information regarding a topic barely dealt with and
fully mentioned as a necessity of these political communities. <br><br>
"Lesbian and Bisexual Health in LAC - Building new realities" compiles diverse information, where we ?nd
the description as to the legislative scenes in each country and they reveal the perceptions of the activists as
to such topics as: quality of the attention to lesbians and bisexuals, illnesses which most affect lesbians and
bisexuals; discriminatory practices which affect lesbians and bisexuals in health centers; ITS which most
affect lesbians and bisexuals; health centers which give specialized attention to lesbians and bisexuals;
among others. It establishes as well the existence of lesbians and bisexuals living with HIV in various
countries of LAC, which raises the alarm about the vulnerability which they have with regard to the virus,
from their relation with the stigma and discrimination, structural variable of the epidemic. <bv>========================================================================<br><br> La Asociación Internacional de Lesbianas, Trans, Gays, Bisexuales, Intersex- ILGA LAC en el marco de conmemoración del 28 de junio difunde el Informe "Salud Lésbica y Bisexual en LAC. Construyendo nuevas realidades". El Informe compila las respuestas realizadas por treinta tres activistas lésbicas pertenecientes a distintas agrupaciones políticas de once países de LAC. Estas se manifestaron, en base a sus conocimientos, sobre diversos aspectos relacionados con la salud de lesbianas y bisexuales. El Informe busca construir información respecto de un tema escasamente abordado y ampliamente mencionado como una necesidad de estas comunidades políticas. <br><br>
"Salud Lésbica y Bisexual en LAC. Beijing Queer Film Festival goes guerrilla- Rex Wockner International News # 896 on 06/27/11 (Sexual Minorities & HIV Status)
The fifth Beijing Queer Film Festival wrapped up June 19 after five days
of guerrilla-style screenings around the city. <br><br>
Three days before the opening, the authorities ordered the festival
canceled and threatened "harsh consequences" if the order was disobeyed. <br><br>
Organizers quickly lined up alternate screening locations in bars and
coffeehouses, and implemented "strict safety measures surrounding the
publication of screening times and places ... to stay out of the hands of
the authorities for the duration of the festival," they said.

La directora de la organización, Karen Paz, expresó su preocupación por el incremento de la violencia contra las personas transexuales que - advirtió- se está tornando casi cuotidiana. <br><br> Entre los perpetrados en el país, destacó los casos de Evelyn O, asesinada la madrugada del 12 de del mes en curso con un pico de botella, en el Redondel de la Y de Quito, presuntamente mientras ejercía trabajo sexual. <br><br>
The trans organization "El Oro" reiterated its protest against transphobia hate crimes which are taking place in Ecuador and questioned the inaction of the authorities regarding these facts.<br><br>
The director of the organization, Karen Paz, expressed her concern of the increase of violence against transexual people which - she warned - is happening almost daily.<br><br>
Among the attacks, she emphasized the case of Evelyn O, murdered in the morning of the 12th of this month with the point of a bottle, in the Y Circle in Quito, allegedly while she was carrying out her sex work.

The Police generates the most suspicion for Ginebra Muñoz. Her condition of being a transgender or transvestite, makes her, according to her, feel stigmatized by the State agents, who categorize her as a sexual worker, drug addict and even thief.<br><br>
"We have documented a situation in which uniformed officers and a private detective harassed, at the beginning of the year, two transvestites in the area of Avenue 33, preventing them from being near a shopping center," said the spokesperson, Jairo Herrán Vargas.

Su condición sexual es rechazada por integrantes de combos delincuenciales que ejercen su propia ley en los vecindarios y tienen el poder de decidir quién puede o no vivir allí. <br><br> Esta realidad fue denunciada esta semana en un informe de la Personería de Medellín que da cuenta del desplazamiento forzado de miembros de la comunidad LGBTI (lesbianas, gays, bisexuales, transexuales e intersexuales) en barrios, sobre todo, de las zona nororiental y noroccidental de la capital antioqueña. <br><br>
Son 21 casos reportados por el Ministerio Público los sucedidos este año<br><br>

Their sexual condition is rejected by members of delinquent gangs who exercise their own law in the neighborhoods and have the power to decide who can or can not live there. <br><br>
This reality was announced this week in a report by the Legal Representation of Medellin which discusses the forced displacement of member of the LGBTI community (lesbians, gays, bisexuals, transsexuals, and intersexuals) in neighborhoods, from the northeastern and northwestern areas of the Antioquian capital. <br><br>
There are 21 cases which took place this year as reported by the Public Ministry.

Moreover, we were under constant persecution; beaten and insulted many times. Drunken neighbors and their mates were screaming to us ?FAGS AND DYKES MUST DIE! GET OUT QUEERS!?, flaming our postbox, crushing our windows with stones and empty bottles, and pissing onto our door. Applying to police for protection in Russia is useless at the best and dangerous at worst. Racket and sadism are the favorite and the only occupations of these so-called state authority representatives. Imagine: if even ordinary Russian citizens are afraid of police more than of criminals, what could happen with us at a very first police station we could come, or, much worse, be taken to. <br><br> All attempts to find a permanent legal job failed: when ?men upstairs? discovered my gender identity and our relations, troubles repeated and went on. E.g., in 2008 Olga succeeded to find a job of a saleswoman. 4 month later, her boss discovered everything and began to treat her as an animal, including sex harassment. Finally, when he tried to rape her openly, she had to retire. As for me, I got only refuses elsewhere, because my appearance does not conform to IDs. You see: female appearance and male documents! <br><br> We and the other girls were used as prostitutes. The clients were mostly police and FSS officers, sometimes even uniformed, usually drunk and/or narcotized. They were not only enforcing us for sex, but beating, mobbing, and torturing, just for fun. The so-called guards were doing the same. Making a girl to eat faeces out of a toilet bowl was the one of the most innocent tricks. Also, an amusement called ?candlestick? was very popular: two bricks were laid on narrow edges, and a naked girl was made to stand on them and hold candles.

In Kenya, candidates for public offices and the judiciary are required to confirm their heterosexuality before being sworn into office. Early in the month during the screening process for nominees to the posts of Chief Justice and deputy Chief Justice by Kenya's Constitutional Implementation Oversight Committee, the two top candidates were required to speak on their sexual orientation on national TV, because the country's largely Christian population holds homosexuality as "gross immorality" and that homosexual individuals being "immoral" lack the virtues of integrity required to hold high public offices. <br><br> In Kenya, according to report published last month by the Kenya Human Rights Commissions, an NGO, homosexuals are actively harassed and persecuted by individuals, the Churches and the State. Gays and Lesbians are denied access to reproductive health care services and most do not attempt to seek medical services because they will be arrested and prosecuted by the state for the "crime" of homosexuality

Russia: Officials denounce ban, crackdown on Moscow Pride- Rex Wockner International News # 893- on 06/23/11 (Sexual Minorities & HIV Status)
European and U.S. officials have denounced the Moscow government for
banning gay pride for the sixth year in a row and violently arresting
people who defied the ban. <br><br>
France's Foreign Ministry said Russia has an obligation to protect freedom
of speech and assembly and is violating a European Court of Human Rights
ruling. <br><br>
Council of Europe Secretary-General Thorbjørn Jagland said, "The right to
freedom of expression and peaceful assembly, as enshrined in Article 11 of
the European Convention on Human Rights, belongs to all people without any
discrimination."
