This document was provided by Immigration Equality, New York, NY<br><br> The Center for the Study of Sexual Minorities in the Military (CSSMM), a think tank at the University of California, Santa Barbara, released a new data analysis following a BBC report that Russia has implemented a ban on gays serving in the armed forces. The data analysis indicates that, with the exception of the U.S., countries that bar acknowledged gays and lesbians from serving in the military are much less democratic than those with non-discrimination policies.

Alexei Mitrofanov, a nationalist member of the lower house of parliament, told reporters that he and other lawmakers have introduced a bill that would make lesbian relations a criminal offense.<br>Mitrofanov said the measure would help solve the problem of Russia?s rapidly declining population.?If a woman doesn?t observe moral, ethical norms, then there were will be no growth in the birth rate?, he said.

This document was provided by Immigration Equality, New York, NY<br><br>Following a scandal that led to the arrest of the mayor of Tambov, 480km south east of Moscow, the region's Governor made a series of homophobic statements, including one that seemed to call for violence against gays.<br>Interfax news agency has reported that state prosecutors have decided against bringing charges as there is "nothing criminal" about his comments.<br>They also concluded that homosexuals are not members of a particular social group against whom hatred can be incited.<br>A spokesperson for the Tambov prosecution department said "all interested parties were informed about the results of the investigation, there have not been any complaints yet."<br>Mayor Maxim Kosenkov was arrested in April and removed from office after he allegedly kidnapped his 19-year-old former lover.

This document was provided by Immigration Equality, New York, NY<br><br> Hate crime continues to rise in many parts of Europe and North America according to our 2008 Hate Crime Survey, a second annual report examining bias-driven violence in 2007 and 2008.<br>The 2008 Hate Crime Survey includes sections examining six facets of violent hate crime in the 56 countries that comprise the Organization for Security and Cooperation in Europe (OSCE). The Survey also examines government responses to violent hate crimes in sections on Systems of Monitoring and Reporting and The Framework of Criminal Law and includes a Ten-Point Plan for governments to strengthen their responses. The Survey also takes an in-depth look at the Russian Federation, Ukraine, and the United States and contains a Country Panorama section that profiles individual hate crime cases from more than 30 countries within the OSCE.

On the 18th of September in Al Shatra Amara, two bodies were found exhibiting signs of torture. They had both been decapitated and left with a paper stating, "This is the end of all pervert homosexuals".

"Transsexual people face an array of hardships in Kenyan society. The mundane activities of life can best be termed a matter of life or death for transsexual people. Lack of information about transsexualism is still one of the major reasons for the stigma and shame that transsexual Kenyans suffer in silence. Parents of transsexual children will normally interpret cross-gender identification among their kids as signs of homosexual inclinations. To discourage this the children end up suffering physical and verbal abuse from their parents. <br><br>
Hostility from members of the public against transsexual Kenyans continues to be the hallmark of transsexual people's lives. These can take the form of name-calling, physical assaults, rape and the destruction of one's property. The excuse Kenyans give to justify such hostility is that transsexualism is un-African and un-Christian and so must be discouraged within Kenyan society. It is often too sad because people have come to accept such lame excuses to commit crimes. Religious and cultural fundamentalism plays a big role in promoting and condoning these dehumanising acts."

"The police ultimately detained 19 gay and lesbian people, more than 11 of which were minors, confiscating their IDs and cell phones, abusing them verbally referring to their sexual orientation, and beating them. Omar hid his cell phone and was able to call his colleagues and the Ombudsmen Office. Among those detained were also two men who told the police that they were heterosexual. Unlike the people identified as gay and lesbian, these men were treated respectfully and were allowed to speak by telephone with officials."
