The new law makes it a criminal offense for same-sex couples to marry.<br>?Parliament has adopted a proposal to amend the Constitution so as to criminalize same-sex marriages,? Bernard Eceru a spokesperson for the government told the Ugandan newspaper. Eceru said that 111 MPs voted in favor of the amendment, 17 against and three abstained.

This document was provided by Immigration Equality, New York, NY<br><br> The leading Muslim cleric in Uganda, Sheikh Ramathan Shaban Mubajje, has come up with a novel solution to deal with gay and lesbians speaking up in the country.<br>He told journalists at a press conference on Friday that he had recommended to the country?s President at a meeting last week that all gay people should be sent into exile on an island in Lake Victoria.<br>?If they die there then we shall have no more homosexuals in the country,? he added.<br>There has been rising tension in the country over gay and lesbian rights.<br>Ugandan law outlaws homosexuality as ?against the order of nature.? Trans people are also targeted by police and regularly subject to abuse and harassment.

He was shot five times as he left his apartment to buy ice cream. A witness said dozens of neighbors watched the killing from their windows, but refused to come forward. His body remained unclaimed by his family, a grievous fate under Muslim custom." <br><br> "Firat Soyle, a human rights lawyer for Lambda, who was advising Mr. Yildiz before his death, said that three months before the murder, Mr. Yildiz had filed a complaint at the local prosecutor?s office that he was receiving death threats from his family. Mr. Soyle said the prosecutor?s office had refused to investigate or provide Mr. Yildiz with protection. The local police and prosecutors declined to comment on the allegation because the case was continuing."

"On October 1 and 5, 2009, Jose Garcia, a 19-year-old student at Baptist School of Adult and Continuing Education in Belmopan, Belize, received letters from the school threatening to dismiss him is because "he acts like a girl," "dresses effeminately," "uses the female bathroom," and "carries a purse as his school bag." On October 20, Jose received a letter from the school principal, Norman Willacey, asking that Jose withdraw from the school and seek counseling. Later, he told Jose, "You have me so embarrassed. I don't want to see you here in the compound. If you [don't] leave right now I will call the police!""

"This young man in the picture will have these scars on him for the rest of his life. The ay heal outside, but the psychological impact inside will remain. What is good to know about this case is that the mother will proceed to request help from one superintendent Guzman who it is perceived friendly to the family. Unfortunately, I learnt on the 29th, that the perpetuator of this crime was sent to court on a separate charge of rape, but was unescorted, of?cers were told about the need to hold the guy at court, but they ignored that warning and let the guy walk freely out the court door. So they were still looking for him."

"It can be said that the state does not actively sanction discrimination, but it cannot be said that it has done anything to strengthen laws or proactively removed, develop laws or policies that is consistently inclusive of the needs of LGBT person in the country. For the most part, there is a difference between practice and policy and as such, practice is more of a problem that policy at present. Still, state indifference and reluctance to address the issue of homophobia head on is what sustains prevailing cultural attitudes in the country. Laws on the books not only remains unequal, it prevent the recognition of the gender identity change for transgender persons and does not protect a person from discrimination base on sexual orientation and gender identity. These are just examples of sustained discrimination by the state. It can be said that while reports of discrimination is based on individual practice outside and inside government systems, the indifference in the system remains as there are no sensitization training with uniform populations of health service providers directly, justifiedby the arguement that the system has too many other priorities,hence, a fragmented approach exists at best. "

It is illegal for homosexuals to engage in sexual acts, based on a legal provision that criminalizes "carnal acts against the order of nature" with a penalty of life imprisonment.<br> On August 8, the Red Pepper tabloid published a list of 45 first names and professions of alleged homosexual men. HRW condemned the tabloid's decision to publish the list and called for the government to end harassment and condemnation of homosexuals and sexual rights activists. There were unconfirmed reports that arrests were made following the publication of the article.<br> On August 14, a court in Kampala charged David Kaloke with having "carnal sex" in September 2005 with Michael Mukiibi, a 16-year-old student of Kyebando. Kaloke was released on bail and the case was pending at year's end.<br> n July 2005 parliament amended Article 31 of the constitution to prohibit same sex marriage.<br>Persons with HIV/AIDS continued to face discrimination among local communities and employers. On July 17, the director of the country's HRW HIV/AIDS program called for an end to abuses of persons living with HIV/AIDS. The NGO cited the example of Vivian Kavuma, who was reportedly murdered in June by her lover after she disclosed she was an HIV/AIDS patient. No arrests were made in the case by year's end.<br>International and local NGOs, in cooperation with the government, sponsored public awareness campaigns that aimed to eliminate the stigma of HIV/AIDS. Counseling and testing for HIV/AIDS was free and available at health centers and local NGOs across the country. Counselors encouraged patients to be tested with their partners and family so that they all received information about living with HIV/AIDS. Persons living with HIV/AIDS formed support groups to promote awareness in their local communities.

Two years earlier, Victor, who is chair of SMUG (Sexual Minorities of Uganda), had her home raided by police who confiscated all documents with a homosexual content. A fellow activist from Kenya, Yvonne Oloo, was in the house at the time and was taken to the police station and detained. Members of SMUG believe the raid, and Oloo?s detention, was part of an elaborate plan by the Ugandan Government to end LGBT activities.

It also said that Radio Simba contravened Uganda?s Penal Code Act., wich stipulates that homosexuality is illegal in the country.
